Generally speaking, tuition in countries where English is not the first language is way lower than that in some typical English speaking countries like the US, UK, Canada, etc. In German, public universities will not charge you any fee. Make sure to check the program you intend to apply for is taught in English or not. In most countries, TOEFL or IELTS scores are accepted. But in some countries, you have to go through some other language tests. For example, grad schools in German and South Korea.

In non-English speaking countries, many schools will teach some of their programs in English, and you will not be required to speak the official language of the country. At ETH Zurich, for example, the official language is French, but many of its master’s programs have English as an option. Attached are details of the ETH Master’s programme.

Despite that the teaching language is English, will you encounter any problem if you don’t know the local language at all? For example, can’t communicate with the local people, can’t buy supplies since can’t name it, can’t access to services and so on

Some schools, where are English is not the first language, can accept the application with TOEFL or IELTS. They also provide some courses in English and the prior course to learn the local language.

The good news is that if the local language is still in the Latin family you should have no difficulty learning this new language if you have mastered English.
